OVERVIEW

The Program Manager for the Texas Unaccompanied Minor Refugee (URM) program oversees administration of the URM program in the state of Texas. This position is responsible for managing staff and sub-grantees, placement of cases, service coordination, and collaboration with ORR and URM providers. The Program Manager will lead monitoring activities to ensure compliance as well as the use of best practices to improve outcomes for URM participants. This position reports to the Director of Children’s Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES

▪ Oversee daily operations, ensuring placement and services of eligible children into URM foster care programs;

▪ Provide ongoing leadership, direction, development, coaching, counseling, support, and oversight of program staff;

▪ Develops policies and procedures, standardized forms, and ongoing updates as needed for the Texas URM program;

▪ Develops data collection, compliance guidelines and procedures related to the Texas URM programs;

▪ Leads and reviews ongoing quarterly desk audits and annual site monitoring of sub-grantee program sites, to ensure quality and continuity of services and compliance with federal regulations;

▪ Provides direct oversight and implementation of the administrative review process to determine the appropriateness of permanency planning and service provision of URMs;

▪ Tracks, monitors, and supports sub-grantee program sites in responses that address noncompliance concerns identified during administrative reviews completed for URM cases;

▪ Generates data reports to disseminate program results and comply with data request from USCRI and ORR;

▪ Provides administrative support and financial oversight as needed, to ensure program development and improve service provision;

▪ Participates in the Dallas/Fort Worth, DFW Texas URM Consortium monthly and ensures compliance with the referral and intake procedures for potential foster parent applicants;

▪ Address and resolve conflicts with obtaining conservatorship of URM cases;

▪ Understands and complies with all policies and procedures of funders and interprets them for staff, as needed; and

▪ Other duties as assigned by supervisor.

POSITION REQUIREMENTS

▪ Masters of Social Work or a Bachelor’s degree in social work or equivalent with 5 years of child welfare experience;

▪ At least three years of experience in managing programs;

▪ Experience collaborating with Unaccompanied Refugee Minor programs with the Office of Refugee Resettlement (ORR), child welfare and/or working with foreign-born children and families is preferred;

▪ Experience and knowledge of the Texas state child welfare regulations as set forth by the Texas Department of Family and Protective Services (DFPS) is highly preferred;

▪ Must possess a demonstrated understanding and experience with case management and foster placements;

▪ Experience in writing federal reports with a focus on the ability to analyze data for policy implementation;

▪ Experience in program monitoring, evaluation, and development (data management and visualization, quantitative and qualitative analysis, and development of monitoring tools);

▪ High proficiency in Microsoft Office, specifically proficiency with Word, Power Point and Excel;

▪ Experience utilizing the Refugee Arrivals Data System (RADS) is preferred;

▪ Excellent organizational, verbal, written, and interpersonal communication skills;

▪ Strict adherence to time frames, policy, and procedure;

▪ Ability to prioritize duties and multi-task in a fast-paced environment;

▪ Ability to work well independently and in a team;

▪ Willing to travel a few times annually;

▪ Ability to effectively use technology;

▪ Candidate must demonstrate a commitment to comply with mandatory state reporting requirement for child abuse and neglect;

▪ Candidate must pass a criminal background check that includes past history of conviction of child and sexual abuse;

▪ Candidate must have dedication to the human rights of refugees, immigrants, asylum seekers and displaced people; and

▪ Demonstrates support of USCRI’s values by exhibiting respect for others, maintaining confidential information and an appreciation of a multicultural workplace.

TRAINING REQUIREMENTS

▪ Satisfactory completion of USCRI’s Orientation and Training;

▪ Satisfactory completion of ORR required training upon hire and on an annual basis; and

▪ Complete additional training as identified by supervisor or Human Resources.

PHYSICAL DEMANDS

▪ Use of manual dexterity, tactile, visual, and audio acuity;

▪ Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands;

▪ Occasional lifting (up to 25 pounds), bending, pulling, and carrying; and

▪ Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
